Baseline Landfill

Baseline Landfill is a Class I Municipal Solid Waste (MSW) landfill owned and operated by Marion County. The facility operates an active landfill gas collection system across four cells. Landfill gas is sent either to a set of landfill gas-fired engines or to a flare. The facility’s first cell, the Urban Cell, began accepting waste in 1979. The total design capacity of the Phase III cells is 7.072 million cubic yards (5.407 million cubic meters). The landfill is undergoing closure construction at this time and is no longer accepting significant quantities of waste.

Under a joint agreement with G2 Energy of Marion, LLC (operator of the on-site landfill gas to energy plant) and Marion County, Integrity performs a variety of services at Baseline Landfill which are representative of work we perform at dozens of other landfills.

LFG System Services, Sampling and Reporting 
Routine Monitoring – Integrity monitors the wellfield; adjusts gas extraction wells as necessary to both maximize gas collection and maintain compliance; conducts monthly Title V cover integrity inspections; collects GHG readings as necessary; records data in a data management system. Integrity compliance staff reviews wellfield and control device data; directs response to NSPS exceedances and compliance events; provides monthly emails that include summary of wellhead exceedances and control device downtime and overages of stipulated parameters.

O&M Monthly Report – Compiles a report that includes wellfield monitoring data tabulations; flare data review; water level measurements; inspection checklist; and a summary of repair and maintenance work conducted during the month.

Perimeter Probe Monitoring and Report – Monitors perimeter monitoring probes and required site building for the presence of methane. Submit a report to FDEP in accordance with the site’s solid waste permit.

Surface Emissions Monitoring and Report – we monitor the landfill surface and penetrations for methane concentrations in excess of 500 parts per million (ppm) above background concentrations. We notify the landfill staff of the locations and make recommendations for corrective measures. We then submit a report summarizing the data collected, details of exceedance locations (if any), and corrective actions.

Compliance Monitoring, Sampling and Reporting
Integrity compiles and submits the following reports on behalf of Marion County: Semi-Annual NESHAP/NSPS Report; Title V Annual Statement of Compliance (SOC); Annual Operating Report (AOR); and Annual GHG Report. Integrity gathers information from Marion County and G2 as necessary for these reports. We provide Marion County the opportunity to review and comment on the draft reports prior to submittal. Integrity submits the reports according to the calendar year reporting deadlines.

Title V Air Permitting – we prepared and submitted the Title V Air Permit Renewal Application to FDEP on behalf of Marion County. We took inventory of all emission sources and gathered data and information necessary for the renewal application. We performed a regulatory applicability analysis, completed the necessary emission calculations, and submitted the renewal application in accordance with the Title V Permit and FDEP guidance.

Leachate Collection, Treatment and Disposal 
Integrity contracted with G2 of Marion, LLC to review landfill gas wellfield operations, make landfill gas projections, provide expert input on air emissions, evaluate the feasibility of leachate disposal options, and conduct the necessary air and solid waste permitting for a leachate evaporation system designed and patented by Real Power Solutions, LLC and constructed in partnership with Perennial Energy. The unique evaporator utilizes waste heat from the landfill gas engines to reduce energy loss and minimize emissions while reducing leachate disposal costs.

  • Wellfield Operations Review and Gas Modeling – Integrity reviewed past practices at the landfill and performed landfill gas generation modeling to assist G2 in their assessment of the economic viability of both continued operation of the the landfill gas to energy plant and installation of the evaporator.
  • Leachate Analysis – We planned and coordinated sampling, laboratory analysis, and bench-scale evaporation tests that were used to determine constituents in Baseline Landfill leachate both before and after evaporation. This information was used to help design the evaporator; to characterize and evaluate the suitability of the evaporation residuals for disposal in a landfill and/or water treatment facility, to make hazardous waste determinations, and for estimating potential air emissions.
  • Leachate Disposal Study – We conducted an assessment and made recommendations on methods of disposal for both untreated leachate and leachate residuals remaining after evaporation. This included conducting a hazardous waste determination, assessing the potential for leachate recirculation or for use as dust control water on the landfill, and other options such as various of municipal or industrial waste water treatment plans.
  • Permitting – Integrity served as engineer of record for Marion County for air and solid waste permitting actions related to the evaporator. Updated the landfill operation plan. Permits and approvals issued with no requests for additional information.

Miscellaneous O&M Services 
Monitoring and Maintenance – Integrity troubleshoots issues and develops recommendations for GCCS repairs; downloads or collects flare monitoring data; and performs routine and non-routine maintenance.

Construction – Integrity was awarded a separate Marion County contract for landfill gas construction and has installed vertical gas wells and connecting piping at the facility
