The Charles City County Landfill is an active, Subtitle D Municipal Solid Waste Landfill located in Charles City County, Virginia. The Facility encompasses 934 acres, 289 of which are designated for waste disposal. The landfill is owned by Charles City County and operated by Waste Management of Virginia, Inc., a subsidiary of WM. Integrity has provided LFG engineering/design and LFG O&MM for the Facility since 2015 and groundwater, surface water, stormwater, and leachate monitoring and reporting services since 2022.
Landfill Gas Extraction System Design and Construction
Integrity performs various ongoing LFG collection and control system (GCCS) design/engineering tasks for Charles City County Landfill including five-year capital planning GCCS designs and cost estimates, periodic (generally annual) GCCS expansion design and construction bid documents, and system as-built updates. Integrity has also performed construction at the Facility, including closure construction in 2023-2024.
Landfill Gas Operations, Maintenance, and Monitoring
Ongoing LFG O&MM activities of the facility include NESHAP AAAA surface emission monitoring and reporting, wellfield pump maintenance, liquid level measurements, penetration studies, gas system troubleshooting, ongoing NESHAP carbon monoxide wellhead sampling, and various other activities as requested.
Compliance Monitoring, Sampling and Reporting
Routine services include laboratory coordination; field sampling activities including well gauging, micropurging, and sampling; stormwater sampling and reporting; water supply well sampling and reporting; review of water quality data; preparation of potentiometric surface maps; preparation of Statistically Significant Increase Notifications; and preparation and submission of quarterly groundwater reports. Additional tasks include the installation and development of new groundwater monitoring wells; installation of new gas monitoring probes; preparation of Alternative Source Demonstrations; and updates to the Facility’s Groundwater Monitoring Plan, Landfill Gas Management Plan, Spill Prevention Control and Countermeasure Plan, and Stormwater Pollution Prevention Plan.
