The Collier County Landfill is an active Class I facility owned by Collier County and operated by Waste Management. Integrity performs a variety of services at Collier Landfill which are representative of the SOW presented in the Putnam County RFQ. :

Solid Waste Design, Expansion, Permitting & Construction Management
Landfill Mining – We managed the day-to-day operation of the mining of materials and reclamation of the material in Cell 1 & 2. We completed daily and monthly material characterizations logs and prepared of monthly status reports. Integrity reviewed engineering drawings and prepared requests for additional information. Additionally, we managed the surveyor and reviewed as-built surveys for consistency with the specifications. Integrity also attended progress meetings and coordinated status updates, changes in scope and project related details with the County

Closure Design, Permitting and Construction Management
Annual Volumetric Calculations – Integrity has prepared the annual airspace report for submittal to FDEP each year. The annual airspace report includes the calculation of airspace (or capacity) consumed each year at the landfill, the remaining constructed and permitted airspace of the facility, and the airspace utilization factor (commonly referred to as the in-place waste density). Besides meeting the regulatory requirements, these calculations are essential for both the short- and long-term planning of the facility.

Design, Permitting, and Construction Management to Retro-fit Existing Facilities
LFG System Expansion Design – Integrity has prepared multiple designs for the expansion for the site’s gas control and collection system (GCCS). These designs include the installation of vertical LFG extraction wells, the installation of horizontal LFG collectors, the installation of LFG header and lateral lines, the installation of condensate sumps, the installation of down well pneumatic pumps and the associated airlines and compressor, the installation of condensate force mains, and the installation of a new LFG utility flare. Integrity’s designs focused on addressing the site’s regulatory needs while never losing focus on the site’s budget.

Landfill Gas System Services
Landfill Gas-to-Energy (LFGTE) Design – We provided comprehensive landfill gas consulting services for the LFGTE facility. The LFGTE system currently includes five (5) 1.3-megawatt internal combustion engines coupled to an LFG collection system consisting of over 120 wells and other collectors with 2,600 scfm dual stack and 3,000 scfm single stack utility flare. Additionally, we managed and directed LFG system operations and maintenance (O&M), quarterly LFG sampling and analysis services, Title V permitting compliance, design facility grading plans, air construction permitting and LFG collection system upgrades (e.g., condensate sumps, interconnection piping, and controls).

Miscellaneous O&M Services
Operations & Maintenance – Integrity performs both routine and non-routine O&M services on the GCCS at the site. This includes LFG wellfield monitoring and tuning, surface emissions monitoring (SEM), flare and blower maintenance, and calibration and maintenance of the flowmeters.
