The Gulf Coast Landfill is a closed Class I facility owned and operated by Waste Management.

Integrity performs a variety of services at Gulf Coast Landfill which are representative of work that we would be providing for Putnam County. These services include:

Solid Waste Design, Expansion, Permitting & Construction Management 
Borrow Area Permitting – we have provided design services for the permitting and construction of a new borrow area that was required due to a shortage of soil required for final closure construction. Integrity coordinated with a geotechnical engineering firm in performing a geotechnical study to identify the location of usable soils for the final cover system. After the soil location was identified, we prepared the grading plans for the new borrow area and permitted the borrow area through FDEP.

Closure Design, Permitting and Construction Management 
Closure Management and Assistance – We provided closure management and assistance services during the 55-acre final closure of the facility. We served as the owner’s representative during the project since this was a closed facility with no onsite personnel. We provided construction management that included the selection of both a contractor and a CQA firm. Integrity was responsible for processing all invoices and change orders associated with construction. Integrity coordinated with the CQA firm to ensure that the project was completed consistent with the site’s solid waste permit and received final closure certification.

Closure Design Assessment – we performed an assessment of the design of the final cover system. During this assessment we evaluated the performance of the site’s existing soil cap versus a proposed composite cap that included geosynthetics. The assessment focused on the potential benefits of decreasing leachate generation and cover maintenance.

Design, Permitting, and Construction Management to Retro-fit Existing Facilities 
Environmental Resource Permitting – Integrity has prepared two significant modifications to the facility’s ERP. After the landfill was closed, Waste Management re-tasked the property to serve as its driver training facility. This required that the amount of impervious cover (i.e., asphalt) be significantly increased. Thus, the ERP required modification to provide the required water quality management and to account for the increased stormwater runoff. In each modification, we permitted an additional stormwater pond for the site.

Solid Waste Accounting Services 
Leachate Cost Reduction Study – we performed a leachate cost reduction study to help Waste Management identify a more cost-effective method for the management of leachate. Prior to the study, the site was hauling all of its leachate to an offsite POTW for treatment. The study evaluated the potential cost benefits of the following methods: connection to the local sewer system via a forcemain, onsite pretreatment of leachate prior to hauling, and leachate evaporation. The end result of the study was the construction of a leachate forcemain to connect the City’s sewer system. The project resulted in decreasing the site’s disposal costs from $0.12 to $0.03 per gallon.

Leachate Pond Design and Permit Modification – Integrity has permitted and design modifications to the site’s three leachate storage ponds. The project required that we adequately calculate the quantity of leachate that the site would produce after closure. The permit and the design led to the removal of the floating cover system from the ponds. This allowed for some evaporation to occur prior to the leachate being placed into the forcemain for offsite treatment.

Landfill Gas System Services 
Post-Closure Air Permitting and Landfill Gas Design Services – After providing expert Title V air compliance reporting for several years, in 2020 Integrity proactively submitted air permit applications and supporting information to remove the site from the Title V program and obtain a state (minor source) air permit for continuing operation of the odor control flare. This greatly reduced compliance requirements and costs. Integrity conducts annual landfill gas sampling for sulfur and tracks suflfur dioxide emissions under the new permit. We have provided landfill gas design assistance for relocating and resizing the odor control flare.

Miscellaneous O&M Services 
Operations & Maintenance – Integrity performs both routine and non-routine O&M services on the GCCS at the site. This includes LFG wellfield monitoring and tuning, surface emissions monitoring (SEM), flare and blower maintenance, and calibration and maintenance of the flowmeters.
