The Old Dominion Landfill is an open municipal solid waste landfill owned by BFI Waste Systems of North America, LLC, a subsidiary of Republic Services (Republic). The landfill began operation in 1994, accepts MSW waste, and has an onsite leachate transfer and storage system onsite. The facility routes landfill gas (LFG) to a LFGTE plant and two open utility flares. Because of the landfill’s construction, Republic is intently focused on liquid removal and control, for which Integrity has provided services for from an engineering, operations maintenance, and monitoring (OMM) support for the past fourteen years and has assisted Republic to successfully mitigate these issues in a cost-effective manner. Integrity also provides site-specific sampling and monitoring services for the facility and provides ongoing updates and guidance to Republic.

Landfill Gas Monitoring and Assessment 
OMM – Methane Migration Monitoring. We perform methane monitoring in perimeter probes on a quarterly basis.

OMM – Site-Specific Sampling and Analysis. We perform ongoing sampling services for the facility and analyzes data using an onsite gas chromatograph (GC). Integrity is also responsible for collecting additional samples for laboratory analysis, and performing detailed analyses of trends in various datasets

Integrity has also historically provided on-call operations and maintenance services to the facility, including wellfield monitoring and tuning, onsite GCCS assessments and minor repairs, field testing for liquid levels within individual wells, and data analysis using collected monthly wellhead data. For any contracted operations and maintenance assistance, we have historically provided the facility with a summary report of all activities performed onsite.

Landfill Gas Extraction System Design/Permitting
Integrity performs OMM on the landfill gas wells, piping, and the blower/flare unit as well as condensate and leachate collection system sumps and pumps (pneumatic, electric). This includes monthly gas system monitoring and tuning, blower flare station monitoring and repairs, and other preventive maintenance.

Air Quality Permitting and Greenhouse Gas Reporting
To meet the requirements of VDEQ regulations and federal Title V and New Source Performance Standards (NSPS, Subpart WWW) programs, Integrity assists the facility with field testing, permitting, and subsequent compliance submittals. We also provide rule applicability services to the facility since the revised NSPS XXX rules were established in 2016. Integrity prepares and submits annual NMOC update reports based on the previous year’s waste-in-place data to model emissions for the current calendar year. We also demonstrate compliance with Title V Permit conditions by preparing and submitting annual compliance certification reports to VDEQ and USEPA.

In addition to initial Title V permitting services, we successfully modified and renewed Title V air permits for the site, which includes current New Source Review (NSR) permitting initiatives to combine the closed facility with the adjacent Old Dominion Landfill facility under a single common control entity.

Integrity prepares semiannual and air compliance reports required under the Title V permit.

As required by the EPA’s Greenhouse Gas Reporting rule (40 CFR 98), the facility must submit annual greenhouse gas emissions reports to the EPA via the online Electronic Greenhouse Gas Reporting Tool (e-GGRT) database. Integrity has prepared a majority of the greenhouse gas reports for the facility since mandatory reporting became required in 2010.

Leachate Collection and Treatment Design/Permitting 
Integrity coordinates with Republic’s contracted laboratory and collects routine grab and composite samples to meet the requirements of the facility’s POTW permits as well as satisfy internal/voluntary requirements as requested by Republic.

Site Utilization and Master Planning 
Integrity updates 5-year phasing drawings every year and has done life of site drawings as well for Old Dominion Landfill. These drawings include proposed landfill gas wells, piping, sumps and other infrastructure necessary to collect current and future landfill gas. These include budgetry estimates as well as infrastructure take off so the client can prepare both from a gas collection standpoint but also a financial standpoint.
