Waste Management Inc. of Florida (WMIF) owns and operates multiple single stream recycling, municipal solid waste, Class III, and construction & demolition debris (C&D) facilities in Broward and Dade Counties. Integrity has provided design, solid waste permitting, and construction oversight services to WMIF for both new facilities and major modifications to existing facilities. These projects include:
- WM Miami Transfer Station
- WM Recycling Deerfield Single Stream/Class III/C&D Recycling Facility
- WM Recycling Miami MRF Class III/C&D Recycling Facility
Design, Permitting, and Construction Management of Recycling Facilities
Integrity performed feasibility studies for WM Recycling Deerfield and WM Recycling Miami MRF to evaluate potential waste throughput, waste storage capacity, turnaround times, leachate management options, noise, odor, traffic, zoning, and regulatory issues prior to moving forward. WMIF shaped their plans based on these studies and moved forward on these projects.
As the solid waste engineer, we engaged with a team of architects and speciality engineers to design the facilities. For WM Miami TS, this involved doubling this physical size and throughput of the facility with limited space available. For WM Recycling Deerfield, an entirely new parcel was developed with a new building and recycling sort line. For WM Recycling Miami MRF, a single stream MRF is being converted to a Class III/C&D MRF with a new sort line. Our design role included developing site plans, working with WMIF to develop the facility layout, traffic flow, waste and recyclables flow, and placement of recycling equipment.
At WM Recycling Deerfield, we performed an investigation to identify and delineate potential subsurface methane related to suspected historical buried wastes. Methane was identified and building plans were modified to include vents under each structure.
Integrity developed and submitted the initial and/or major solid waste permit modification applications for each project. We authored streamlined operations, contingency and closure plans; we designed site layouts and site plans; we prepared closure cost estimates; and we ensured the facilities met all of the design and operation criteria of all applicable regulations. Integrity worked with the regulatory agencies to address any issues and, in Broward County, assisted WMIF with a required public outreach program to affectec citizens and local government. We represented WMIF in zoning meetings in Miami-Dade County, where a zoning change was required for the WM Recyclign Miami MRF.
As the engineer of record, Integrity ensured the WM Reycling Deerfield and WM Miami TS were constructed in accordance with approved plans and the solid wate permit. We prepared and submitted Construction Completion Certifications. The WM Recycling Miami MRF construction will occur in 2022 and 2023.
Leachate Collection, Treatment and Disposal
As part of the facility design and permitting of each facility, Integrity also assessed leachate generation rates, designed leachate collection and storage systems including drains, pumps, piping and compliant storage tanks with spill protection. We ensured the facility designs limited leachate generation to reduce costs.
